Utah Inoperable Vehicle Bill

SEMA model legislation (H.B. 147) has been introduced in the Utah State Legislature by Representative Neal Hendrickson (nhendrickson@utah.gov) that would exempt certain owners or occupants of land in a municipality from ordinances or land use regulations that prevent automobile collectors from pursuing their hobby.  Junked, wrecked or inoperable vehicles, including parts cars, stored on private property would only need to be maintained out of ordinary public view.

We Urge You to Contact All Members of the House Rules Committee (List Attached Below) Immediately to Request Their Support for H.B. 147

  • H.B. 147 defines automobile collector as a person who collects and restores collectible vehicles whether as a hobby or a profession.

  • H.B. 147 provides safeguards for hobbyists to work on collector vehicles on private property.

  • H.B. 147 establishes reasonable provisions that vehicles be located out of ordinary public view by means of fencing, trees, shrubbery, barriers, etc.

  • H.B. 147 demonstrates a real effort by legislators and hobbyists to enact reasonable and fair compromise legislation.
