November 8, 2002 Dear Michigan Insured: Thanks to your calls, emails, and letters, progress has been made on gaining relief from the Michigan Catastrophic Claims Association (MCCA) fee for historic vehicle owners. A substitute bill to H.B. 4007, the original bill we asked you to support, will be considered by the House Insurance and Financial Services Committee, Wednesday, November 13. The substitute is a compromise, necessitated by the strong bloc of interest groups that lined up to amend the original bill. The substitute to H.B. 4007, “H4 Substitute to H.B. 4007,” establishes two vehicle categories: “Type A” which includes historic and commercial vehicles and “Type B” which includes private passenger autos (daily drivers) and motorcycles. This bill provides that separate MCCA assessments will be calculated for each category based upon their incurred losses for the period. Finally, the bill will not take effect until 2005 to allow this loss data to be collected and analyzed. This substitute bill does not reflect everything we originally asked for in H.B. 4007. For example, the substitute does not provide immediate relief for historic vehicle owners nor a total exemption from the MCCA Assessment. However, it does separate historic vehicles from motorcycles and private passenger autos which are the primary users of MCCA funds and it offers the promise of financial relief from the MCCA Assessment in the near future for historic vehicle owners. In truth, despite our best efforts, the original H.B. 4007 is effectively dead. Political reality dictates that we consider this substitute. We are convinced that this substitute represents our strongest chance of enacting meaningful relief this year. Accordingly, we encourage you to contact the Insurance and Financial Services Committee Members (a list with names, phone numbers and e-mail addresses is set forth below) immediately and your local representative to urge them to support the H4 Substitute to House Bill 4007 without amendments and provide needed relief from the MCCA Assessment for historic vehicle owners.Please be sure to mention that the substitute bill be supported without amendments.
